Gender and climate policies: a general equilibrium analysis for Egypt

Abstract

Environment and its gender implications have been excluded from most of macroeconomic policies in developing countries. Using a single-country dynamic Computable General Equilibrium model for Egypt, we investigate the impact of fiscal instruments to foster green transition and consider the gender dimension. We show that, while energy subsidy removal reduces carbon emissions, the carbon tax is a more effective policy tool. Public investment as part of the adaptation measures in the agricultural sector would eliminate the negative impacts of climate change in rural areas and improve women’s wages relative to current spending in the sector, especially in the long term.
