Reforma Laboral 2010: Una Primera Evaluación Y Propuestas De Mejora

El objetivo de este artículo es doble. En primer lugar, se trata de realizar una primera evaluación de la última reforma laboral. Pasados doce meses desde su aprobación, esta reforma, la sexta en los últimos 27 años, tampoco está teniendo éxito en reducir una de las mayores lacras del mercado de trabajo español: la excesiva temporalidad de los empleos. En segundo lugar, comparamos los efectos potenciales en el largo plazo de esta reforma con la alternativa de un contrato único con indemnizaciones crecientes con la antigüedad. Presentamos un ejercicio de simulación que permite evaluar los efectos de estos dos modelos contractuales sobre los costes medios por despido y sobre la duración de los empleos. El principal resultado es que para costes de despido agregados similares, el contrato único conseguiría un aumento sustancial de la duración media de los empleos.
