Veinte años (1993-2013) de "política hidrológica en España": el secuestro de la política pública

Abstract

La política hidrológica en España, en los últimos veinte años, no ha estado, fundamentalmente, orientada a definir y resolver adecuadamente los problemas hidrológicos. Al contrario, son las empresas constructoras y eléctricas las que han impuesto a los diferentes gobiernos cuáles eran los 'problemas' y cuáles eran las 'soluciones'. Los gobiernos han jugado el papel de hacer creer que gobernaban, lo que supone un secuestro de la noción de bien público, de los fondos públicos y de la democracia.
