Az agrárpolitika politikai gazdaságtana II. Az agrárpolitikák magyarázata
[The political economy of agrarian policy. Part II. Explanation of the agrarian policies]

Abstract

A tanulmány bemutatja, hogy az új politikai gazdaságtan eredményei miként alkalmazhatók az agrárpolitikák megértésében. Az agrárprotekcionizmus-vizsgálatokból származó, az agrárpolitikák jellemzőire vonatkozó legfontosabb stilizált tények mentén ismertetjük a különböző elméleteket. A vizsgálatok eredményei szerint az élelmiszerekre fordított kiadások aránya a fogyasztók költségvetésében, az érdekcsoportok nagysága és térbeli kiterjedtsége, az agrárpolitika bevezetése előtti relatív jövedelmi helyzet, a programokból származó holtteher-veszteségek, az adott ország mezőgazdasági termékekből származó kereskedelmének státusa (importőr vagy exportőr) az agrárpolitika jellemzőinek fontos meghatározói. Az elméletekből származó hipotézisek alól azonban az empirikus vizsgálatok túl sok kivételt találtak, valamint számos jelenség továbbra is magyarázatra vár, ugyanakkor még nem rendelkezünk olyan elmélettel, amely képes lenne a különböző tapasztalatokat egységbe fogni.
