Una evaluación de la efectividad de la formación ocupacional para desempleados antes y después de la crisis económica: el caso de Aragón

Abstract

El objetivo de este artículo es evaluar la efectividad de la formación gestionada por el servicio público desempleo en Aragón sobre la “empleabilidad” de los trabajadores desempleados. Para ello se utilizan los registros administrativos del Instituto Aragonés de Empleo (INAEM), tanto los datos referidos a paro registrado como los relacionados con la formación y con los contratos. Con esta información se caracteriza parte de la trayectoria laboral de los que participan en dichas acciones y se deduce la influencia que tienen tanto en la probabilidad de encontrar un primer empleo como en la de mantenerlo una vez obtenido, comparándolas ambas con las probabilidades de los que no han participado en ellas. Los resultados indican que la formación es efectiva, aunque los efectos difieren notablemente según los distintos grupos de trabajadores y la diferente duración de los cursos. También se deduce claramente que la situación de crisis generalizada a partir de 2008 está siendo un factor relevante que contribuye, en general, a aumentar la efectividad de la formación en la mejora de la empleabilidad relativa de los desempleados.
