La enfermedad holandesa y el caso colombiano

Abstract

“Con las fuertes fluctuaciones de los precios de productos primarios en los anos setenta y ochenta se ha desarrollado no sólo un interés sobre sus consecuencias para los países importadores, sino también una serie de análisis sobre el desempeno macroeconómico de los países exportadores. Es este fenómeno el que se trata en los modelos de la llamada "enfermedad holandesa". El análisis de estos modelos se ha concentrado en los precios relativos y la distribución de la producción entre bienes comercializables (T) y no comercializables (NT). En el modelo simple, el flujo de divisas proveniente de la bonanza aumenta el ingreso nacional y la demanda por ambos tipos de bienes. El problema de la enfermedad holandesa es, entonces, el auge de un sector comercializable que tiende a producir un cambio en los precios relativos y un deterioro de la producción de los demás sectores comercializables. En la sección II se presenta una representación gráfica del modelo básico de la enfermedad holandesa. La sección III discute la distinción entre los sectores comercializables y no comercializables para el caso colombiano. Esto es seguido por una cuantificación de las dos bonanzas cafeteras y su efecto sobre el ingreso y el ahorro a nivel nacional en la sección IV. Se estima un modelo de los precios relativos y de la tasa de cambio real (sección V), y la relación entre precios y cantidades (sección VI). En la sección VIl se presentan algunas conclusiones sobre la enfermedad holandesa y las políticas en Colombia, al igual, unas modificaciones con respecto a la teoría.”
