Cartagena: Entre el progreso industrial y el rezago social

Abstract

Cartagena de Indias, situada en el Caribe colombiano y capital del departamento de Bolívar, actualmente está atravesando por un momento decisivo de su historia económica. Dos de sus sectores claves están emprendiendo proyectos de gran envergadura: la ampliación y modernización de la refinería y la expansión del puerto marítimo, calificado como el mejor del Caribe colombiano. No obstante, la situación social de la ciudad presenta avances menos notables que su actividad económica. Este trabajo presenta una caracterización de ese desarrollo industrial y portuario de Cartagena, así como algunos de sus indicadores sociales. Se muestra que la ciudad se ha especializado en el sector petroquímico-plástico y, a su vez, se ha posicionado como una de las ciudades colombianas con mayor crecimiento de sus ingresos tributarios en los últimos anos. Pese a esto, la pobreza y desigualdad social siguen siendo persistentemente altas. Uno de los indicadores sociales más alentadores es la participación laboral, aunque se trata principalmente de empleos temporales. El estudio muestra una perspectiva de la ciudad y de los retos que tiene por superar.
