Einwanderung: Welchen Nutzen hat die einheimische Bevölkerung?

Abstract

Deutschland erlebt zurzeit einen gewaltigen Zustrom von Menschen, die sich hier neben Sicherheit an Leib und Leben auch eine wirtschaftliche Perspektive wünschen. Ein großer Teil der Flüchtlinge wird, das zeigen historische Erfahrungen, im Land bleiben. Gleichzeitig wird der Migrationsdruck aus Afrika und dem Nahen Osten aufgrund der demographischen Entwicklung nicht nachlassen. Deutschland sollte aus humanitären Gründen, aber auch aus langfristigem wirtschaftlichem Eigeninteresse, die Einwanderer nicht am Arbeiten hindern. Dafür braucht es passende institutionelle Rahmenbedingungen auf dem Arbeitsmarkt und in den sozialen Sicherungssystemen, damit Einwanderung eine Win‑Win‑Situation entstehen lassen kann, in der sowohl die Einheimischen als auch die Zuwanderer wirtschaftlich profitieren. Der neu eingeführte Mindestlohn oder eine Anhebung der Hartz‑IV‑Regelsätze gefährden dieses Ziel.
