Les effets macroéconomiques sur la productivité et les prix de vastes réformes structurelles sur les marchés des biens et du travail

Abstract

La présente analyse vise à caractériser les effets « directs » et « indirects » des régulations sur le marché des biens ainsi que les effets des régulations sur le marché du travail, sur la productivité et sur les prix. L’analyse est empirique et réalisée via des estimations sur un panel de quatorze pays sur la période 1987-2007, et quand cela est possible sur des donnés sectorielles (treize secteurs manufacturiers et cinq secteurs des services et réseaux). Au terme de ces estimations, il est possible de caractériser les effets de la mise en oeuvre de réformes structurelles. Les réformes structurelles consistent ici en une baisse des indicateurs de régulations sur les marchés des biens et du travail. Cette caractérisation concerne dans un premier temps les réformes réalisées dans les différents pays entre les années 2008 et 2013, puis dans un second temps les réformes qui pourraient être réalisées près 2013 dans chaque pays s’il adoptait les « meilleures pratiques » définies comme, dans chaque domaine, le niveau moyen des régulations observées dans les trois pays où elles sont les plus basses. Ces simulations montrent que la mise en oeuvre de tels plans ambitieux de réformes structurelles serait potentiellement à même d’élever très significativement la productivité dans de très nombreux pays. Elles montrent donc tout l’intérêt de telles mises en oeuvre, notamment dans la zone euro. La méthodologie ici développée pour évaluer des programmes de réformes structurelles pourrait utilement être mobilisée pour quantifier les effets des programmes de réformes engagés ou envisagés, par exemple dans le cadre du G20 ou par les pays de la zone euro.Keywords: crédits nouveaux à l’habitat, taux d’intérêt bancaire, durée des prêts à l’habitat.
