Ein-Monats-Experience-Rating in der Arbeitslosenversicherung: ein Modellvorschlag

Abstract

Dieser Beitrag schlägt ein Ein-Monats-Experience-Rating als pragmatische Reform der Finanzierung der Arbeitslosenversicherung in Ländern wie Österreich und Deutschland vor, in denen derzeit einheitliche Arbeitgeberbeiträge gelten. Arbeitgeber würden nach Beendigung eines Dienstverhältnisses das Arbeitslosengeld für bis zu einen Monat ersetzen, ausgenommen bei Selbstkündigung oder berechtigter Entlassung. Diese direkte, zeitlich und betragsmäßig begrenzte Kostenbeteiligung setzt starke Anreize zur Verringerung kurzfristiger temporärer Layoffs, ohne Unternehmen übermäßig zu belasten. Ein Einstellungsbonus für vormals Arbeitslose mildert mögliche Einstellungshemmnisse. Beispielrechnungen für Österreich deuten auf erhebliche jährliche Einsparungen für die Arbeitslosenversicherung hin, die Spielräume für Beitragssenkungen, Leistungsverbesserungen oder Budgetkonsolidierung eröffnen.
