Wenn Beschäftigung pausiert – Temporäre Layoffs in Österreich

Abstract

Temporäre Layoffs – das Aussetzen von Beschäftigungsverhältnissen mit späterer Wiedereinstellung durch denselben Arbeitgeber nach einer Phase der Arbeitslosigkeit – betreffen in Österreich nach wie vor über 10% aller Beschäftigungsaufnahmen, trotz rückläufiger Tendenz seit Mitte der 2010er-Jahre. Besonders verbreitet sind sie in Bauwirtschaft, Tourismus und Arbeitskräfteüberlassung, werden aber branchenübergreifend zur Abfederung saisonbedingter und sonstiger Schwankungen im Personalbedarf eingesetzt. Überdurchschnittlich betroffen sind Männer, Personen im mittleren und höheren Erwerbsalter, Arbeiter:innen, Beschäftigte mit niedrigem oder mittlerem Qualifikationsniveau sowie Personen aus den traditionellen Gastarbeiterländern. Einschließlich der vom AMS übernommenen Sozialversicherungsbeiträge schlagen temporäre Layoffs jährlich mit Kosten von 600 bis 700 Mio. € in der Arbeitslosenversicherung zu Buche. Zudem tragen sie rund 1 Prozentpunkt zur Arbeitslosenquote bei.
