Abstract

Temporäre Layoffs, die Entlassung und anschließende Wiedereinstellung von Arbeitskräften durch denselben Arbeitgeber nach einer Episode der Arbeitslosigkeit, sind in allen Wirtschaftsbereichen zu beobachten. Die Nutzung dieser Flexibilisierungsstrategie durch die Betriebe ist nicht nur von der Konjunkturlage abhängig, sondern auch von personalpolitisch relevanten betrieblichen Merkmalen. Temporäre Layoffs werden verstärkt von kleineren Betrieben mit einem hohen Beschäftigungsumschlag, einem geringeren Frauenanteil, einem höheren Durchschnittsalter der Belegschaft, einem hohen Arbeiteranteil und einem mittelhohen Lohnniveau eingesetzt. Sie werden somit nicht nur zur Abfederung branchenspezifischer Saisonschwankungen, sondern auch zum Ausgleich konjunkturbedingter Veränderungen des Arbeitskräftebedarfs eingesetzt. Männer, Personen im mittleren und insbesondere höheren Erwerbsalter sowie Personen aus den traditionellen Gastarbeiterländern zählen zu den am stärksten von temporären Layoffs betroffenen Arbeitskräften.
