Kurze Unterbrechungen, langfristige Folgen: Die Wirkung temporärer Layoffs auf Erwerbsverläufe

Abstract

Die Studie analysiert die langfristigen Auswirkungen vorübergehender Unterbrechungen eines Beschäftigungsverhältnisses mit anschließender Wiedereinstellung durch denselben Arbeitgeber ("Temporäre Layoffs"). Betrachtet werden reguläre Beschäftigungsaufnahmen aus Arbeitslosigkeit in Österreich außerhalb klassischer Saisonbranchen. Im Fokus stehen kurze, nicht-saisonale Unterbrechungen von bis zu zwei Monaten, mit denen Betriebe kurzfristige Auslastungsschwankungen abfedern. Auf Grundlage verknüpfter Personen- und Betriebsdaten wird die Erwerbsentwicklung jener Personen untersucht, die im ersten Beschäftigungsjahr eine solche Unterbrechung erfahren. Ein umfassender Matchingansatz stellt die Vergleichbarkeit mit durchgängig Beschäftigten sicher. Die Ergebnisse zeigen, dass temporäre Layoffs nicht nur kurzfristige Unterbrechungen darstellen, sondern mit langfristiger Erwerbsinstabilität, Einkommenseinbußen und zusätzlichen fiskalischen Belastungen verbunden sind. Sie gehen mit einer verkürzten Bindung an den ursprünglichen Arbeitgeber und dauerhaft häufigeren Beschäftigungslücken einher. In den zehn Jahren nach der Beschäftigungsaufnahme – ohne das erste Jahr der Unterbrechung – verbringen Betroffene rund dreieinhalb Monate weniger in Beschäftigung und etwa drei Monate mehr in Arbeitslosigkeit. Entsprechend bleibt auch die Einkommensentwicklung dauerhaft hinter jener vergleichbarer Personen ohne Unterbrechung zurück. Hinweise auf kompensierende Lohnaufschläge finden sich nicht. Zugleich steigen die Leistungsbezüge aus der Arbeitslosenversicherung, während das Aufkommen aus Lohnsteuer und Sozialversicherungsbeiträgen sinkt.
