Der Arbeitsmarkt in Deutschland: Zwischen Strukturreformen und sozialpolitischem Reflex

Abstract

Die Arbeitsmarktreformen der letzten Jahre haben die strukturellen Anpassungsprobleme des deutschen Beschäftigungsmodells zum Teil gelindert – allerdings sind noch längst nicht alle Schwierigkeiten überwunden. Für die Zukunft besteht die zentrale Herausforderung darin, eine beschäftigungspolitisch sinnvolle Kombination von Flexibilität und Sicherheit zu finden und dabei der Prävention von Arbeitslosigkeit durch Aus- und Weiterbildung klare Priorität gegenüber der passiven Kompensation von Arbeitslosigkeit zu geben. Die aktuelle politische Diskussion vernachlässigt dies. Erfolg versprechender als eine Rückkehr zur sozialpolitischen Abfederung von Anpassungsprozessen ist eine klare Priorität auf eine ausreichende Grundqualifikation aller Erwerbspersonen sowie auf einen Umbau der Regulierung des Arbeitsmarktes und der Arbeitsmarktpolitik, um flexible und sichere Übergänge auf dem Arbeitsmarkt zu gewährleisten und über Weiterbildung die Anpassung an veränderte Anforderungen zu erleichtern.
