Abstract

Der Staat investiert deutlich zu wenig. Seit 2003 sind die Nettoinvestitionen negativ, wobei der Substanzverzehr insbesondere auf der kommunalen Ebene groß ist. Studien ermitteln einen deutlichen Mehrbedarf bei den öffentlichen Investitionen. Auf dieser Grundlage und der Analyse aktueller Daten ist von einem zusätzlichen staatlichen Investitionsbedarf in Höhe eines zweistelligen Milliardenbetrags pro Jahr auszugehen. Wichtigste Ursache der Investitionsschwäche ist eine restriktive Ausgabenpolitik nach mehrfachen Steuersenkungen, die zu einer strukturellen Unterfinanzierung des Staates geführt haben. Bei den Kommunen kommt eine unzureichende Umsetzung des Konnexitätsprinzips hinzu. Für eine Überwindung des Investitionsstaus sind höhere Steuereinnahmen notwendig, die insbesondere durch die Besteuerung von hohen Einkommen und Vermögen generiert werden können. Auch müssen die Kommunen finanziell besser ausgestattet werden. Finanzschwache Kommunen brauchen mehr Unterstützung beim Abbau von Kassenkrediten.
