Krise überwunden? Prognose der wirtschaftlichen Entwicklung 2013/2014

Abstract

Von der Weltwirtschaft insgesamt werden im Prognosezeitraum leicht positive Impulse ausgehen. Im Wesentlichen ergibt sich dies aus der stabileren Konjunktur in Europa und in Japan sowie dem Erholungskurs in den USA. Erst im Verlauf des kommenden Jahres dürfte auch die Konjunktur in den Schwellenländern wieder an Fahrt aufnehmen. Die Konjunktur im Euroraum wird sich im Prognosezeitraum stabilisieren, da sich zum einen nunmehr das Tempo des Abbaus der öffentlichen Haushaltsdefizite spürbar verlangsamt und damit der kontraktive Impuls der Fiskalpolitik merklich geringer ausfällt sowie zum anderen die Exporte anziehen. Im Ergebnis wird das BIP im Euroraum in diesem Jahr um 0,5 % schrumpfen und im Jahr 2014 um 0,7 % zunehmen. Das Wachstum in Deutschland wird im Prognosezeitraum nur wenig dynamisch sein. Während die Binnennachfrage die konjunkturelle Stütze bleibt, leistet der Außenhandel einen zunehmend negativen Beitrag, da die Importe stärker zunehmen als die Exporte. Wegen des höheren konjunkturellen Tempos in der zweiten Hälfte dieses Jahres wird das BIP 2014 im Jahresdurchschnitt mit 1,2 % stärker wachsen als in diesem Jahr mit 0,4 %. Eine durchgreifende konjunkturelle Beschleunigung ist dabei aber nicht zu erkennen. Die Arbeitslosenquote wird 2014 im Jahresdurchschnitt bei 6,7 %, nach 6,8 % im Jahr 2013. Der Anstieg der Verbraucherpreise wird in beiden Jahren 1,5 % betragen.Die Krise im Euroraum ist nicht vorbei. Höhere öffentliche Investitionen in Deutschland würden sich nicht nur positiv auf Deutschlands Wachstumsaussichten auswirken, sondern auch die Exportmöglichkeiten der Krisenländer verbessern. Ferner sind die Risikoprämien in diesen Ländern noch zu hoch und behindern den geldpolitischen Transmissionsmechanismus.
