Impacto de las intervenciones físicas en el transporte público en Medellín (Colombia) como herramientas para reducir la exclusión social

Abstract

Este documento presenta los resultados de una evaluación de impacto de tres intervenciones físicas en el sistema Metro: la Línea 1 del Metroplus, la Línea H del Metrocable y la Línea T-A del tranvía. Para ello, se usan datos georreferenciados de la Encuesta de Calidad de Vida para el periodo 2007-2017 y se estiman modelos a través de la metodología de k vecinos más cercanos, explotando la exogeneidad temporal de las intervenciones para encontrar el efecto de tratamiento en los tratados en relación con: el número de visitas al médico, las mejoras en la autopercepción de calidad de vida, el tiempo de desplazamiento al centro educativo y trabajo, el gasto en transporte y telecomunicaciones, y formalidad en el empleo. Lo anterior, se analiza también desagregado por género cuando la información está asociada a personas. Los resultados de este estudio contribuyen a la agenda de conocimiento impulsada por el Banco Interamericano de Desarrollo (BID), generando evidencia empírica sobre las inversiones en transporte que contribuyen a objetivos de inclusión social y económica. Los hallazgos se alinean además con las prioridades establecidas en la Visión 2025 del BID: Reinvertir en las Américas, en cuanto contribuyen a avanzar hacia la implementación de sistemas de movilidad asequibles, eficientes y sostenibles, que mejoren el acceso de la población a oportunidades de empleo, salud y educación.
