Abstract

Cet article est consacré à une forme résilière nouvelle qui se développe dans le cadre de la nouvelle gouvernance publique : les « Réseaux d'Innovation de Service Public » (RISP). Les RISP sont des dispositifs collaboratifs multi-agents qui se développent au sein des services publics (perspective sectorielle) ou du service public (perspective fonctionnelle), de manière spontanée ou à l'instigation des politiques publiques (locales, nationales ou européennes). Ils mobilisent un nombre variable d'agents publics et privés, en particulier des citoyens, afin de co-produire des innovations et in fine contribuer à la co-création de valeur. Cet article vise à approfondir la définition et la description des RISP, en particulier en comparaison d'autres formes résilières connues, et à examiner en particulier la manière dont les RISP se forment et fonctionnent pour co-créer, de manière plus ou moins efficace, de la valeur dans le (les) service(s) public(s) à travers l'innovation.
