Assessing the impacts of the 2003 CAP mid term review : how sensitive are they to the assumed production responsiveness to Agenda 2000 direct payments ?

Abstract

L'Union européenne a de nouveau adopté en 2003 une réforme de sa politique agricole avec un nouveau pas vers le découplage. Les études d'impacts actuellement disponibles trouvent que cette réforme va réduire les incitations à la production, tout particulièrement dans la production bovine et dans une moindre mesure pour les grandes cultures. Toutes ces études reposent sur l'idée que les aides directes de l'Agenda 2000 étaient déjà fortement découplées dans le cas des grandes cultures, au contraire encore fortement couplées pour les bovins. L'objectif du document est de tester la robustesse des impacts à ces hypothèses critiquables sur la modélisation des aides directes de l'Agenda 2000. Les résultats montrent que les réductions des productions de grandes cultures et de bovins sont robustes à ces hypothèses. En revanche, ils montrent que les effets de découplage peuvent être finalement plus forts pour les grandes cultures que pour les bovins. Les implications politiques de l'analyse sont finalement discutées.
