Abstract

Les politiques de transport se sont progressivement orientées vers des objectifs de durabilité. Pour atteindre ces objectifs, des outils incitatifs de plusieurs natures sont employés par les autorités publiques. Ces outils sont censés modifier le comportement des acteurs visés. Pourtant, les stratégies des acteurs visés par ces politiques restent peu analysés. C'est cette cible que nous voulons justement réintroduire dans cette article. A partir d'une analyse des stratégies des firmes, nous voulons comprendre les obstacles rencontrés par la cible des politiques de transport pour faire évoluer leurs pratiques. La théorie de la Régulation permettra d'éclairer la stratégie des firmes.
