Abstract

Die Studie untersucht die preisdämpfende Wirkung der gemeinnützigen Bauvereinigungen (GBV) auf das gewinnorientierte Wohnungssegment. Der Schwerpunkt liegt dabei auf Mietwohnungen. Neben einer konzeptionellen Einordnung der GBV als Non-Profit-Anbieter der Wohnungswirtschaft, werden anhand eines Oligopolmodells Hypothesen für die Wirkung der GBV abgeleitet. Im empirischen Teil der Studie werden zunächst die Meilensteine der österreichischen Wohnungswirtschaft der letzten 50 Jahre skizziert und anschließend die Wohnbauzyklen der letzten Jahrzehnte herausgearbeitet. Auch das Verhalten der unterschiedlichen Anbietersegmente in puncto Preis und Qualität wird auf Basis einer langen Zeitreihe des Mikrozensus abgebildet. Es folgt eine Darstellung der regionalen Disparitäten von GBV-Aktivitäten. Eine abschließende statistische Analyse quantifiziert den preisdämpfenden Effekt der GBV mittels ökonometrischer Methoden. Je nach Modell führt eine Steigerung des GBV-Anteils von 10% zu einem Rückgang im Differential von 30 bis 40 Cent pro m2. Eine Erhöhung des GBV-Anteils zeigt jedoch eine stärkere Wirkung in Regionen, wo GBV bereits eine substantielle Präsenz ausweisen.
