Teilstudie 22: Modellsimulationen ausgewählter wirtschaftspolitischer Maßnahmen

Abstract

Die kurz-, mittel- und langfristigen Wachstums- und Beschäftigungseffekte einiger im WIFO-Weißbuch vorgeschlagenen wirtschaftspolitischen Maßnahmen (Anhebung der öffentlichen Forschungsausgaben, Bildungsförderung zur Verbesserung der Qualifikation der Arbeitskräfte, Steigerung der öffentlichen Infrastrukturinvestitionen, Senkung der Lohn-, der Körperschaft- und der Umsatzsteuer sowie der Sozialversicherungsbeiträge) werden mit Modellsimulationen bewertet. Demnach liefern die drei ausgabenseitigen fiskalpolitischen Maßnahmen (Anhebung der Forschungsausgaben, Qualifikationsverbesserung und Steigerung der Infrastrukturinvestitionen) kurzfristig rund doppelt so hohe Effekte auf BIP und Beschäftigung wie die vier einnahmenseitigen fiskalpolitischen Eingriffe (Senkung von Steuersätzen und Sozialversicherungsbeiträgen). Langfristig wird die Wachstumsrate des Potential Output nur durch eine Ausweitung der Ausgaben für Forschung und Entwicklung sowie für Bildung angehoben.
