Abstract

A lo largo del texto el lector encuentra reflexiones y recomendaciones desprendidas de los análisis, ninguna de las cuales encontrará oposición valida. De todas ellas la que más dedicación recibe de los autores es el abandono de consumismo y el desperdicio y la valoración de la frugalidad como modo de vida. El estudio registra, sin confrontar las tendencias generales del desarrollo asumido por las dirigencias del país, las modalidades de apropiación de la tierra; abre espacio a la reforma agraria y plantea recomendaciones sobre su uso para hacerlo compatible con las condiciones ambientales; insiste en señalar la necesidad de promover una mejor asignación de la tierra a fin de mejorar la disponibilidad interna de alimentos y disminuir la dependencia alimentaria externa, condiciones que permitirían el que "el nivel de precios de los alimentos sea compatible con los ingresos de los hogares"; identifica la necesidad de relocalizar a la población más vunerable a la variabilidad del clima en zonas que ofrezcan mayor seguridad a este respecto; recomienda incorporar programas de restauración ecológica de la tierra como componente central de la reforma agraria.
