Abstract

Es war ein Paukenschlag: Am 15. November 2023 erklärte das Bundesverfassungsgericht den zweiten Nachtragshaushalt für verfassungswidrig. Die Bundesregierung musste den Haushalt erheblich umplanen, plötzlich fehlten 60 Milliarden Euro. Das Gericht begründete seine Entscheidung mit der im Grundgesetz verankerten Schuldenbremse. Mark Copelovitch und Daniel Ziblatt machen sich in ihrer Analyse Gedanken über die Wirkung dieser Auflagen. Für sie ist die Schuldenbremse nicht nur ein Hemmschuh für die wirtschaftliche Entwicklung. Sie sehen in ihr vielmehr eine Gefahr für die Demokratie in Deutschland und Europa.
