Konjunktur für den Klimaschutz? Klima- und Wachstumswirkung weltweiter Konjunkturprogramme

Um den Absturz der Weltwirtschaft nach der sich im Herbst 2008 ausbreitenden internationalen Finanzkrise abzudämpfen, wurden weltweit Konjunkturpakte mit einem Umfang von nahezu 3 Billionen USD aufgelegt. Die UN hat gefordert, 25 Prozent dieser Gelder in den Klimaschutz zu investieren, da ohne ein rechtzeitiges Gegensteuern die Folgen des Klimawandels die der Finanzkrise bald übertreffen werden. Wir untersuchen die "grünen" Anteile der weltweiten Konjunkturprogramme und zeigen, dass das UN-Ziel in fast allen Ländern deutlich verfehlt wurde. Ausserdem bewerten wir die unterschiedlichen "grünen" Maßnahmen bezüglich ihrer Stabilisierungswirkung und ihres Beitrags zum Klimaschutz. Für eine Stützung der Konjunktur und gleichzeitige Lenkung der Wirtschaft auf einen langfristig nachhaltigen Wachstumspfad bieten sich die Vorziehung von ohnehin geplanten Maßnahmen im Bereich derGebäudesanierung, der Energieeffizienz und des Ausbaus des Energienetzes an.
