Межбюджетные Отношения И Государственное Управление: Возможности И Ограничения Децентрализации

Abstract

В последние десятилетия бюджетная децентрализация - один из важнейших трендов реформ государственного управления. В ее основе лежит принцип субсидиарности: местные органы власти должны выполнять собственный набор функций и принимать собственные бюджетные решения за счет местных налоговых доходов. Важность бюджетной децентрализации отмечена в международных документах, например, в Маастрихтском договоре и Европейской хартии местного самоуправления. В настоящей работе приведен обзор исследований существующих академических знаний в области бюджетной децентрализации и межбюджетных отношений. Основное внимание уделено возможностям и ограничениям децентрализации, эмпирическим оценкам ее влияния, последним теоретическим концепциям межбюджетных отношений и ключевым принципам регулирования.
