Zur ökonomischen Bedeutung von Wanderungen und den Möglichkeiten und Grenzen einer Einwanderungspolitik

Abstract

Der vorliegende Beitrag bietet eine Literaturübersicht über Migration und Einwanderungspolitik. Zunächst wird eine Bestandsaufnahme über Migrationsströme vorgenommen. Die Bundesrepublik kann dabei auf eine reiche Erfahrung mit der Einwanderung von Gastarbeitern und in jüngerer Zeit auch mit Einwanderungen aus Osteuropa hinweisen. Ein besonderer Abschnitt ist dann der rechtlichen Stellung der Einwanderer gewidmet. In einem zweiten Abschnitt werden Wirkungen der Migration auf gesamtwirtschaftliche Zielgrößen sowie auf öffentliche Haushalte und Sozialversicherung behandelt. Einige kurze Bemerkungen befassen sich überdies mit den Aspekten einer multikulturellen Gesellschaft. Der letzte Abschnitt widmet sich der Frage nach den Möglichkeiten und Grenzen einer Einwanderungspolitik. Dazu werden zunächst ökonomische Theorien der Migration daraufhin untersucht, welche ökonomischen Determinanten einer Migration zu identifizieren sind. Die Arbeit schließt mit einer Diskussion der Möglichkeiten und Grenzen einer Wanderungspolitik.
