Erstarrung, Beschleunigung oder Polarisierung? Arbeitsmarktmobilität und Beschäftigungsstabilität im Zeitverlauf. Neue Ergebnisse mit der IAB-Beschäftigtenstichprobe

Abstract

Die vorliegende Analyse untersucht auf Basis des Regionalfiles der IAB-Beschäftigtenstichprobe 1975-2001 die Entwicklung von Arbeitsmarktmobilität und Beschäftigungsstabilität für Westdeutschland. Im Ergebnis zeigt sich (a) eine im Zeitverlauf unabhängig von individuellen, betrieblichen und makroökonomischen Faktoren generelle Destabilisierung von Beschäftigungsverhältnissen sowie (b) eine diesem Prozess zugrunde liegende Polarisierung insbesondere aufgrund der Qualifikation von Beschäftigten. Insgesamt liefern die Resultate keinen Beleg für eine (zunehmende) Erstarrung des westdeutschen Arbeitsmarktes. Hinsichtlich der Frage, ob eher eine reflexiv-moderne Diskontinuität von Erwerbsverläufen oder aber eine Zunahme des mit dem individuellen Arbeitnehmer untrennbar verknüpften Wissens hinter den komplexen Entwicklungen steckt, ist jedoch keine eindeutige Antwort möglich. Die Destabilisierung von Beschäftigungsverhältnissen und insbesondere die im Zeitverlauf generell zunehmende Beschleunigung von Betriebswechseln sind Indizien, die eher für einen Bedeutungszuwachs von "Arbeitskraftunternehmern" sprechen. Jedoch ist zu berücksichtigen, dass zumindest die Destabilisierung von Beschäftigung insgesamt kein kontinuierlicher Zeittrend ist, sondern die individuellen Arbeitsmarktakteure zu unterschiedlichen Zeiten mal mehr, mal weniger von der Beschleunigung betroffen gewesen sind. Ferner weisen insbesondere Ungelernte und Akademiker eine erhöhte Mobilität auf - aus unterschiedlichen Gründen und mit unterschiedlichen Folgen. Während qualifizierte Beschäftigte vermehrte Betriebswechselchancen und abnehmende Arbeitslosigkeitsrisiken aufweisen, erleben Ungelernte eine "doppelte Polarisierung". Innerhalb des Ungelerntensegments wächst zwar das Arbeitslosigkeitsrisiko deutlich, jedoch nehmen gleichzeitig auch die Chancen auf einen unmittelbaren Betriebswechsel zu. Dieser Befund stützt somit eher die wissensgesellschaftliche These einer stärkeren qualifikationsspezifischen Ausdifferenzierung von Arbeitsmarktchancen und Arbeitsmarktrisiken. Somit ist anzunehmen, dass selbst die sogenannten "Geringqualifizierten" verstärkt über wesentliche Basisqualifikationen verfügen müssen, wenn Sie auf dem wissensgesellschaftlichen Arbeitsmarkt bestehen wolle.
