Dans le « piège de l’assistance » ? Analyse des trajectoires au sortir d’un dispositif de revenu minimum : le cas des bénéficiaires de l’API au cours des années 1990 et 2000

Abstract

Avant la mise en place, en 2009, du Revenu de solidarité active (RSA), les mères se retrouvant seules pour élever leur(s) enfant(s) pouvaient se voir accorder le bénéfice de l’Allocation de parent isolé (API). Cette aide temporaire était versée, selon le cas, pendant 12 mois au plus (API courte) ou jusqu’au troisième anniversaire du plus jeune enfant (API longue). À partir de données longitudinales provenant d’un panel d’allocataires de la CAF de Meurthe-et-Moselle, cette étude se propose de revisiter la question du devenir des sortantes de l’API. Ce sont les trajectoires au cours des cinq premières années suivant la fin de l’épisode d’API qui sont analysées. On s’intéresse aux parcours d’emploi des mères et à leur présence dans les dispositifs de revenu minimum (passage au RMI et retour dans l’API). Différents éléments descriptifs sont d’abord fournis. On expose ensuite les résultats d’analyses de régression visant à identifier les déterminants de la trajectoire post-API. Ces résultats laissent entrevoir le rôle de facteurs tels que le niveau de diplôme et l’expérience professionnelle, les contraintes de conciliation entre vie familiale et vie professionnelle, ou encore les stigmates associés à la perception de l’API et du RMI. Certaines des constatations de cette étude viennent contredire l’idée que les (ex-)bénéficiaires de l’API auraient eu massivement tendance à s’installer dans la dépendance à l’égard des prestations d’assistance.
