Abstract

В статията се прави опит за адаптиране на принципите на ново развиващата се Икономика на транзакционите разходи към сферата на аграрните изследвания и развитие, и за определяне на ефективните граници на организациите за аграрни иновации. Разходите за транзакция свързани с аграрните изследвания и развитие са поставени в центъра на икономическия анализ. Систематизирани са предимствата и недостатъците на алтернативните пазарни и непазарни форми за организация на транзакциите в аграрни иновации. Определен е критерият за ефективна намеса на трета страна (обществена, международна помощ и т.н.) в аграрните транзакции. Определени са взаимоотношенията между текущи и дългосрочни транзакционни разходи в аграрните иновации. Откроена е спецификата на ограничената рационалност и опортюнизма в сферата на изследванията и иновациите, на критичните измерения на транзакциите в тази сфера (комбинация на многоагентни усилия, поливалентност, висока специфичност на активите, малък брой участници и липсващи пазари, минимален технологичен размер, ниска присвояемост на резултата, потребност от проектна организация), и произтичащите от това и прилагани специфични форми за ефективна организация. Определени са икономическите последствия за институционалния дизайн и за икономизирането на транзакционните разходи в аграрните иновации. Предложена е матрица с ефективни управленчески форми за организация на многообразните транзакции в аграрните иновации за снабдяване със знания, снабдяване с труд, снабдяване с материални активи, и маркетинг. Определени са ефективните граници на разнообразните пазарни, частни, обществени и хибридни организации за аграрни иновации на базата на степента на присвояемост, специфичност на активите, неопределеност, честота на транзакциите, и възможностите за реализиране на технологически икономии на размери и мащаби в аграрните иновации.
