Lösungsansätze zur systemeffizienten Ausgestaltung der nationalen Mittelverwendung der Einnahmen aus der Versteigerung von Zertifikaten im Rahmen des EU-ETS: Endbericht, März 2011

Abstract

Die zukünftige Versteigerung der Emissionszertifikate im Europäischen Emissionshandelssystem ab 2013 führt zu Einnahmen des Bundes. Vor diesem Hintergrund stellt sich die Frage, wie diese Einnahmen verwendet werden können. Um juristische und ökonomische Einschätzungen zu dieser Fragestellung abzugeben werden zunächst Abschätzungen für die Einnahmen des Bundes und die Einnahmenausfälle für Bund, Länder und Kommunen durchgeführt. Diese Einnahmenausfälle entstehen, da durch die Zahlungen der Unternehmen deren Gewinne und damit die Steuerbasis reduziert werden. Angesichts des in Deutschland beschlossenen Sondervermögens "Energie- und Klimafonds" werden im Projekt Optionen der Mittelverwendung außerhalb des Energie- und Klimafonds betrachtet und darüber hinaus Möglichkeiten der Länderbeteiligung im Energie- und Klimafonds. Für die Mittel, die nicht in das Sondervermögen des Energie- und Klimafonds fließen, werden mit der Aufarbeitung der theoretischen und empirischen Literatur sowie der Einbeziehung von Debatten und Ansätzen aus anderen EU-Staaten (Frankreich, Großbritannien, Polen und Spanien) zunächst mögliche Lösungsansätze identifiziert. In einem zweiten Schritt erfolgt eine ökonomische und rechtliche Einschätzung anhand von vorher definierten Kriterien der verschiedenen Vorschläge. Für die möglichen Optionen einer Länderbeteiligung im Energie- und Klimafonds werden eine Verwaltung durch den Bund, eine Beiratslösung, eine gemeinsame Verwaltung durch Bund und Länder sowie eine Quotenregelung nach juristischen, ökonomischen und verteilungspolitischen Kriterien beurteilt. Des Weiteren werden Experteninterviews mit Vertretern aus den Landesumweltministerien durchgeführt und ausgewertet, um die bundeslandspezifischen Einschätzungen zu dieser Thematik einzuholen. Abschließend werden die Einschätzungen zu den Lösungsansätzen der Mittelverwendung sowie separat die mögliche Länderbeteiligung im Energie- und Klimafonds in Form von Handlungsempfehlungen zusammengefasst.
