Auswirkungen der EU-Erweiterung auf die Wirtschaft Österreichs

Abstract

Die gemeinsame Grenze mit den ostmitteleuropäischen Ländern (MOEL) bildet fast die Hälfte der österreichischen Staatsgrenze. Für die österreichische Wirtschaft bedeutet daher die Erweiterung eine besondere Herausforderung. Der Beitritt der MOEL löst über die reinen Handelsvorteile hinaus eine Reihe anderer Integrationseffekte aus. Die Modellschätzungen für eine Erweiterung im Jahr 2005 ergaben, dass die gesamten Integrationseffekte den Anstieg des realen BIP in den MOEL im laufenden Jahrzehnt um über 1 Prozentpunkt pro Jahr beschleunigen. In den alten Mitgliedstaaten wird die Wirtschaft jährlich um durchschnittlich 0,13 Prozentpunkte rascher wachsen, wobei die Wachstumsimpulse für Österreich, als ein Land mit engen Handelsbeziehungen zu den MOEL, fast 0,2 Prozentpunkte erreichen werden. Neben diesem Wachstumsimpuls bringt die EU-Erweiterung für Österreich eine leichte Verbesserung der Leistungsbilanz, eine gedämpfte Preisentwicklung und damit eine Stärkung der Kaufkraft sowie eine geringe Verbesserung des Staatshaushaltes. Die zu erwartende Migration wird allerdings zunächst auch einen leichten Anstieg der Arbeitslosigkeit auslösen.
