Abstract

El presente documento contiene los resultados del trabajo de investigación realizado para analizar y precisar, en el marco de las disposiciones consagradas en la Política de Gestión Integrada del Recursos Hídrico (PNGIRH) y del Decreto 1640 de 2012, compilado en los artículos 2.2.3.1.1.1 y siguientes del Decreto 1076 de 2015 y sus desarrollos técnicos y normativos, las razones por las cuales en la actualidad no resulta factible aplicar como instrumentos de planificación hidrológica los planes de ordenación y manejo de las cuencas hidrográficas (POMCA) que fueron aprobados bajo la vigencia de los extintos decretos 1729 de 2002 y 2857 de 1981.
