¿La educacion es el gasto mas eficiente? Analisis de costo-beneficio, retornos a la educacion, y simulaciones contrafactuales para el sistema educativo boliviano

Abstract

Este documento busca analizar el costo - beneficio del Sistema Educativo Boliviano, en sus diferentes niveles: inicial, primario, secundario y superior; el analisis permi¬tira brindar estimaciones para evaluar la inversion educativa, respondiendo a las preguntas: ¿cuan eficiente es este gasto?, ¿cuales son los retornos de los diferentes niveles edu-cativos?, y si ¿el incremento del gasto en educacion es el destino mas eficiente? Las respuestas a estas preguntas no solo conllevan evaluar el accionar del gobierno, sino pre¬tenden brindar una pauta para lograr objetivos de politica, como lo puede ser el ganar eficiencia, ademas de eficacia, elementos que tambien pueden propiciar juicios de equidad en la asignacion de recursos. Los resultados muestran que existe un retorno educativo del 9.2%, reduciendo este retorno entre 4%, atribuible a los costos sociales y el 2% a los costos privados, ademas de tener incrementales positivos de entre el 0.1% al 0.3%, por grupo ocupacional de interes; asi tambien se demuestra que el costo administrativo publico respecto del privado es ocho veces mas grande, y que el costo con fin educativo publico es casi tres veces mayor.
