"Дачная Перспектива" Удаленной Занятости

Abstract

Ускоренная карантином 2020 г. трансформация технологических процессов во многих отраслях экономики, в частности, рост удаленной занятости, в наиболее явном виде происходит в крупнейших городах. В статье приводятся аргументы в пользу гипотезы, что в силу отечественных социально-экономических реалий (сложившийся тип расселения, структура и размеры собственности на недвижимость, уровень доходов) развитие удаленной занятости в России с большой вероятностью приведет к тому, что соотношение времени, проводимого россиянином в "первом" (городская квартира) и "втором" (дача) доме, сместится в сторону "второго дома" - дачи. Анализируются факторы, способствующие такому смещению, с особым упором на реальные последствия проводимой государством политики. Источниками данных послужили публикации Росстата, содержащие данные по районам и сельским населенным пунктам Владимирской области, а также данные сайта департамента ЖКХ этого региона. Проведенный авторами на примере Владимирской области расчетный анализ показал, что государственные программы развития сельских территорий в Центральной России фактически ведут к росту интенсивности использования дач, при этом процесс депопуляции сельских территорий не останавливается, а давление на муниципальные бюджеты усиливается. На базе проведенного анализа формулируются предложения о том, как отмеченный тренд к росту интенсивности использования дач может быть полезен для содействия развитию сельских районов.
