Les stages et l'insertion professionnelle des jeunes : une évaluation statistique

Abstract

[eng] Training Courses and the Professional Integration of Young People: A Statistical Evaluation . Do professional integration measures for young people in the form of wage-earning training courses help them obtain secure jobs? An analysis based on the 1992 INSEE Employment survey suggests that the effects of these courses on 1 8 to 29 year olds as a whole are favourable, but are not statistically significant. Wage-earning courses, in particular, have little effect on groups for whom integration is difficult: young women and young people from families with an initially low educational capital. Wage-earning courses appear to play a part in an integration method similar to that . played by short-term employment contracts. If the private sector does not offer a sufficient number of such means to get into a secure job, the supply of courses remunerated by the public sector or subsidised by the government can speed up the integration of young people. However, these courses can also be used as a shelter from unemployment. This would appear to be especially the case with young women who have a great deal of difficulty finding a first job. Wenn man die Beschàftigungserhebung des INSEE fur das Jahr 1992 heranzieht, dann wirken sie sich - so scheint es - fur die Jugendlichen zwischen 18 und 29 Jahren im allgemeinen gùnstig aus, was statistisch allerdings kaum zu Bûche schlâgt. Wenig Erfolg haben sie dagegen vor allem bei den Gruppen, deren Eingliederung schwierig ist, das heiBt bei den jungen Frauen und den Jugendlichen aus Familien mit nur geringer Qualifikation. Die vergùteten Praktika scheinen bei der Eingliederung eine àhnliche. Rolle wie die befristeten Arbeitsvertrâge zu spielen. Wâhrend der Privatsektor solche Mittel fur den Zugang zu einem stabilen Arbeitsplatz in nicht ausreichendem MaBe zur Verfûgung stellt, kann das Angebot an Praktika, die der ôffentliche Sektor entlohnt oder die vom Staat subvention iert werden, die Eingliederung der Jugendlichen beschleunigen. Solche Praktika kônnen aber auch als eine Flucht vor der Arbeitslosigkeit verstanden werden. Dies trifft insbesondere auf die jungen Frauen zu, die groBe Schwierigkeiten bei der beruflichen Eingliederung haben. Les mesures d'insertion professionnelle pour les jeunes, sous la forme de stages rémunérés, aident-elles leur accès à des emplois stables ? Quand on utilise l'enquête Emploi Insee 1992, leurs effets, pour les jeunes de 18 à 29 ans dans leur ensemble, semblent favorables mais ils ne sont pas statistiquement significatifs. Les stages rémunérés ont, en particulier, peu d'effet pour les groupes dont l'insertion est difficile : les jeunes femmes et les jeunes venant de familles où le capital scolaire initial est faible. Les stages rémunérés semblent jouer sur un mode d'insertion qui est proche de celui joué par les contrats de travail à durée déterminée. Si le secteur privé n'offre pas assez de tels moyens d'insertion dans un emploi stable, l'offre de stages rémunérés par le secteur public ou subventionnés par l'État peut conduire à accélérer l'insertion des jeunes. Mais ces stages peuvent aussi être utilisés comme un refuge contre le chômage. Ceci semble être particulièrement le cas pour les jeunes femmes qui éprouvent de fortes difficultés d'insertion.
