Abstract

[fre] Cet article étudie si la mise en place d’une allocation universelle pourrait réduire à la fois le chômage et les inégalités. La présence d’allocation universelle se traduit par davantage de progressivité dans le système fiscal, ce qui réduit la pression salariale exprimée par les salariés lors des négociations salariales. Les effets quantitatifs dépendent toutefois de la manière dont l’allocation universelle se substitue au salaire minimum. [eng] This article examines whether the introduction of a universal allowance could reduce both unemployment and inequalities. The presence of a universal allowance leads to a more progressive tax system, thus reducing the wage pressure exerted by employees in wage bargaining. The quantitative impact, however, depends on the precise way in which the universal allowance replaces the minimum wage.
