Adopción de Internet en México: Propuesta de un Índice de Telecomunicaciones

Abstract

El objetivo de este estudio es explicar la brecha digital enMéxico desde una perspectiva de la dotación de capitalTIC, del hogar o del individuo. Para ello se construyeníndices de intensidad TIC y se estiman modelos deprobabilidad no lineal con base en microdatos de unaencuesta nacional de telecomunicaciones, para el año2016. Los resultados indican que: la dotación de capital detelecomunicaciones es crucial, además del nivel educativo,grupo de edad, tamaño del hogar, ingreso económico yurbanización. A pesar de su representatividad en el nivelestatal y nacional, son necesarios estudios másdesagregados y enfocados a los efectos directos del accesoy uso de Internet en la economía y la sociedad. Loshacedores de política pública de telecomunicacionesdeben considerar micro realidades, regionales ysubnacionales, para alcanzar los objetivos en lamasificación del uso y aprovechamiento de las TIC ylograr sus beneficios económicos y sociales potenciales.Internet Adoption in Mexico: Proposal of an Index based onMicrodataABSTRACTThe objective of this study is to explain the digital dividein Mexico from an endowment perspective of ICT capital,at the household or individual level. For this purpose, ICTintensity indices are constructed and non-linear probabilitymodels are estimated based on microdata from a nationaltelecommunications survey, for the year 2016. In additionto the educational level, age group, household size,personal or aggregated income and urbanization, resultsindicate that the provision of telecommunications capitalis crucial. Despite its representativeness at the national andstate levels, they are necessary disaggregated studies,focused on the direct effects of Internet access and use inthe economy and society. The makers of publictelecommunications policy should consider micro,regional and subnational realities, to achieve the objectivesin the mass use and exploitation of ICT and to obtain theirpotential economic and social benefits.
