Research on investment decision-making of energy storage power station projects in industrial and commercial photovoltaic systems based on government subsidies and revenue sharing

Abstract

In view of configuring energy storage power station (ESPS) in industrial and commercial enterprise (I&C), this paper discusses the agent of the government's incentives and the way of cooperation between I&C and energy service enterprise (ESE), and analyzes the strategic changes and evolutionary paths of agents, namely I&C, ESE and the government based on an evolutionary game model. Then, this paper defines the effective range of government subsidies and revenue-sharing ratios that can motivate I&C to configure ESPS and ESE to invest in the construction of ESPS. The results show that appropriate government intervention is conducive to promoting the cooperation between I&C and ESE, but the government will stop providing incentives after exceeding the long-term subsidy limit of 250 yuan/kW. Whether it is a rental subsidy for I&C or an investment subsidy for ESE, the critical interval for subsidizing or not is the same for the government. It does not differ according to the agents of subsidy. The revenue-sharing ratio that I&C receives from ESE differs by around 7.5 % between subsidized and non-subsidized scenarios, and the highest value of this ratio reaches 22 % in subsidized scenarios.
