Wohnungsleerstand in Ostdeutschland: Begünstigende Faktoren, kleinräumige Trends und Auswirkungen auf Marktwerte

Abstract

Wohnungsleerstand ist nach wie vor stark in Ostdeutschland konzentriert. Dieser Artikel gibt einen Überblick über Leerstandshöhen in ostdeutschen Gemeinden und arbeitet Faktoren heraus, die eine hohe lokale Leerstandsquote begünstigen. Am Beispiel von Brandenburg und Sachsen-Anhalt wird gezeigt, dass lokale Wohnungsmärkte von Anpassungsmängeln geprägt sind: Gemeinden, die bereits im Jahr 1995 von hohem Wohnungsleerstand betroffen waren, weisen tendenziell auch heute hohe Leerstände auf. Zwar lassen sich auf Basis von Transaktionsdaten Abschläge auf Kaufpreise bei höheren Leerständen nachweisen. Diese Abschläge scheinen jedoch zu gering, um eine Markträumung ohne staatliches Eingreifen zu ermöglichen.
