Wohnungsleerstand – ein großes Problem für kleine Kommunen?

Abstract

Insbesondere kleine Gemeinden weisen häufig einen hohen Anteil leerstehender Wohnungen auf. Zumindest zum Teil handelt es sich dabei jedoch um einen rein statistischen Effekt, der nichts über die tatsächliche Prob-lemlage aussagt: In Gebieten mit insgesamt nur wenigen Wohnungen reichen möglicherweise schon wenige leerstehende Wohnungen dafür aus, dass es zu hohen Leerstandsquoten kommt. Das Ausmaß dieses Effekts verdeutlichen wir am Beispiel von Rheinland-Pfalz und Hessen. Rheinland-Pfalz ist kommunal sehr kleinteilig gegliedert, während Hessen vergleichsweise große Gemeinden aufweist. Betrachtet man die Leerstandsquoten in den beiden Ländern jedoch bei gleicher Gebietsaufteilung, zeigt sich: Erstens weist auch Rheinland-Pfalz auf großen Flächen nur noch wenige Regionen hohen Leerstands auf. Zweitens zeigt auch Hessen auf feiner Gliede-rungsebene viele Regionen mit viel Wohnungsleerstand. Die Ergebnisse dieses Beitrags legen nahe, dass kein kausaler Zusammenhang zwischen der Gemeindegröße und der Wohnungsleerstandsquote existiert.
