Das Problem der internationalen Arzneimittelversorgung: Eine wirtschaftsethische Perspektive

Abstract

Auch zu Beginn des 21. Jahrhunderts werden keineswegs alle Menschen auf dieser Erde medizinisch ausreichend versorgt. Viele leiden und sterben immer noch an Krankheiten, die im Prinzip leicht zu behandeln wären. Es ist ein moralisches Anliegen, diesem Missstand Abhilfe zu verschaffen. Hierbei kommt es allerdings darauf an, die richtigen Fragen zu stellen: Das internationale Arzneimittelproblem ist struktureller Natur. Deshalb wird im vorliegenden Beitrag gezeigt, wie die relevanten Strukturprobleme im nationalen Kontext reicher Industrieländer gelöst worden sind. Die Lösung bestand darin, die marktliche Arzneimittelproduktion durch institutionalisierte Forschungs- und Versorgungseinrichtungen einzurahmen. Auf diese Weise wurde der Markt für private Güter durch öffentliche Güter flankiert und allererst in Kraft gesetzt. Hierauf aufbauend werden Optionen diskutiert, wie ein internationaler Arzneimittelmarkt entwickelt werden kann, wie er organisiert, funktionsfähig gemacht und für die Behandlung kranker Menschen in armen Ländern in Dienst genommen werden kann. Die Hauptthese des Beitrags betrifft eine wirtschaftsethische Kritik der Moralkommunikation in den aktuellen öffentlichen Diskursen: Dem moralischen Anliegen wird ein Bärendienst erwiesen, wenn Märkte als Teil des Problems und nicht als Teil der Lösung aufgefasst werden.
