Mehr Vielfalt statt Einfalt: Ordnungspolitische Impulse für einen resilienten europäischen Mediensektor

Abstract

Das Policy Paper analysiert die ordnungspolitischen Herausforderungen des europäischen Mediensektors angesichts von Digitalisierung, Plattformdominanz und algorithmengesteuertem Informationskonsum. Vier zentrale Problemfelder werden identifiziert: (1) das erodierende Geschäftsmodell traditioneller Medien, (2) der Verlust an Konsumentensouveränität, (3) die marktverzerrende Macht globaler Plattformen, sowie (4) geopolitisch motivierte Desinformation. Im Mittelpunkt steht das Plädoyer für einen ordnungspolitischen Ansatz, der marktwirtschaftliche Prinzipien mit gezielter Regulierung verbindet. Gefordert wird ein europäischer Ordnungsrahmen, der Medienvielfalt fördert, algorithmische Transparenz sicherstellt und redaktionelle Unabhängigkeit schützt. Neben regulatorischen und wettbewerbspolitischen Maßnahmen wird empfohlen, technische Innovationen wie KI-gestützte Tools zur Stärkung von Medienkompetenz und ein europäisches Streaming-Angebot für Qualitätsjournalismus anzustreben. Gleichzeitig wird auf die Grenzen individualisierter Mediennutzung und die Risiken übermäßiger Fragmentierung hingewiesen. Medienpluralismus allein wird nicht als ausreichend gesehen - auch kohärente, vertrauenswürdige Strukturen für den öffentlichen Diskurs sind ebenso notwendig.
