Inclusive Growth Policy: An Analysis of Performance of Indian Government During Eleventh Five Year Plan

Abstract

The main aim of this paper is to assess the performance of the 11th Five Year Plan, how far it succeeded in bringing inclusive growth in India. Attempts are made to evaluate various flagship programs covering education, health, employment, rural-urban infrastructure, women and child development and social security measures against the backdrop of the Plan. Efforts are also made to evaluate specific schemes on the basis of their targets and achievements. The strategy of inclusive growth and development came into limelight in the developmental policies of emerging market economies with higher economic growth rates. With an accelerated economic growth rate, Indian policy makers too shifted their focus on inclusive growth and development while formulating the 11th Five Year Plan. Thus, the Plan targeted deprived sections of the Indian population. Recently in 2012, the Plan completed its tenure. It is, therefore, appropriate to examine the outreach of this Plan. At the same time, through financial inclusion, the Reserve Bank of India as well as NABARD endeavors to spread the benefits of financial development to the grassroots level. The coverage of the study is the period of the 11th Five Year Plan (2007-12), using the data from the Economic Survey and other sources. In spite of various measures undertaken by the government, their effective implementation in India is lacking.
