El mercado cambiario boliviano y la formación del Tipo de Cambio Oficial

Abstract

Este trabajo analiza la formación del Tipo de Cambio Oficial (TCO) de Bolivia desde la perspectiva de la microestructura de mercado y la organización industrial. La base comprende 20 jornadas entre el 29 de junio y el 27 de julio de 2026, con operaciones por USD 505,55 millones y 26.462 transacciones. Durante ese periodo, el TCO aumentó de Bs 9,7349 a Bs 11,3657 por dólar, lo que representa una depreciación acumulada de 16,75%. Los resultados muestran una participación bancaria amplia en términos formales, pero una concentración elevada del volumen negociado. Aunque intervienen cerca de 14 entidades por jornada, el número efectivo de intermediarios es de 4,48. Las cinco principales concentran el 84,51% del volumen y el HHI diario supera los 1.800 puntos en todas las jornadas analizadas. Sin embargo, no se observa una entidad dominante de manera permanente. El liderazgo diario se alterna entre cinco bancos y las cuotas de mercado cambian de forma significativa entre jornadas. Por ello, la estructura se describe mejor como un oligopolio con un núcleo reducido, intermediarios diferenciados y liderazgo rotativo. La evidencia también muestra que los precios extremos suelen estar asociados con montos pequeños y tienen una incidencia limitada en el promedio oficial. En conjunto, los resultados respaldan un seguimiento diario de la concentración, la participación efectiva y la capacidad de sustitución entre intermediarios, sin interpretar automáticamente la concentración como evidencia de colusión.
