Abstract

Serbian: Раст примене интернета и ИКТ и развој дигиталне економије крајем прошлог и почетком новог века истакли су с новом снагом проблеме конкуренције и повезана питања. Међу њима регионални развој, односно развој руралних заједница, и глобално и у појединим земљама. Наде да ће доћи до раста конкуренције нису се потврдиле, индиције су да се конкуренција развија ка монополистичкој. Ситуација у Србији, која се у неким истраживањима нашла међу лидерима у настанку у области ИКТ, није јасна. Основи коришћења ИКТ су постављени, али електронски бизнис није толико развијен. Истраживања утицаја интернета и ИКТ на конкуренцију нема, али ове делатности као најбрже растуће у српској економији сугеришу да је конкуренција снажна. Међутим, разлика у доступности ИКТ у градским и руралним насељима показује да дигитални јаз није превладан и да нису створене претпоставке за (очекивани) утицај интернета и дигиталне економије на бржи развој руралних подручја. Ради тога потребна је и добро конципирана рурална политика, али и обезбеђење доступности ИКТ, посебно у руралним подручјима. English: With the growth of the use of the Internet and ICT and the development of the digital economy at the end of the last century and the beginning of the new century, the problems of competition, and related issues appeared with new force. Among them, there is a special place for regional development, especially the development of rural communities, both at the global level and within individual countries. Hopes that the use of the Internet will lead to an increase in competition have not been confirmed, there are more indications that the competition is developing toward monopolistic competition. The situation in Serbia, which in some researches was in the group of emerging leaders in the field of ICT, is not clear. The basics of using ICT have already been laid, but electronic business is not so developed. There is no research on the impact of the Internet and ICT on competition, but the development of these activities as the fastest growing in the Serbian economy suggests that the competition is strong. However, the difference in the availability of ICT in urban and rural settlements shows that the digital divide has not been overcome and that not all assumptions have been made for the (expected) impact of the Internet and the digital economy on the faster development of rural areas. For this reason, a well-conceived rural policy is needed, but also ensuring the availability of ICT, especially in rural areas.
