La définition des zones témoin pour l’expérimentation du Revenu de Solidarité Active

Abstract

En 2007 et 2008, le revenu de Solidarité active (rSa) a fait l’objet d’une expérimentation dans 34 départements français. Chacun de ces départements a défini une ou plusieurs zone test, ou zone expérimentale, où la nouvelle allocation a été mise en oeuvre. Au total, 51 zones test ont été choisies par les départements. Afin d’évaluer les effets du rSa, nous avons construit et mis en oeuvre une méthodologie permettant de définir des zones témoins dans chaque département expérimentateur. Ces territoires témoins sont sélectionnés de façon à fournir le contrefactuel le plus satisfaisant pour l’évaluation des zones tests, compte tenu des limites inhérentes aux statistiques locales sur les comportements de retour à l’emploi. Première étape, pour un département donné, on établit une liste de zones témoins candidates dont les caractéristiques socio-démographiques sont comparables à celle de la zone test, notamment du point de vue de la taille (population, nombre d’allocataires du Rmi), de la densité de population ou de la situation administrative (canton, CLIS, UTAS, CAS, etc.). Deuxième étape, on effectue le classement parmi toutes ces zones candidates de celles qui présentent le plus de proximité vis-à-vis de la zone test du point de vue des chances d’entrer en intéressement estimées en mobilisant les données de gestion de la CNAF. Pour cela, on reconstitue chaque semestre les taux d’entrée en intéressement à l’échelle communale de juin 2002 à juin 2007 en neutralisant les effets de composition des allocataires selon les caractéristiques observables dans le fichier de gestion. Troisième étape, les zones témoins sont proposées aux départements expérimentateurs qui peuvent faire des contrepropositions argumentées, en cas de désaccord. En pratique, le choix de cette procédure itérative a permis de produire un bon compromis entre le principe d’uniformité nationale dans la procédure de sélection des zones témoins et la valorisation des systèmes d’information locaux et des connaissances de terrain.
