Évaluation de la valeur économique de l’aide financière pour l’éducation supérieure au Québec et en Ontario

Abstract

Dans ce rapport, nous proposons une analyse économétrique de la valorisation et de la pertinence des programmes de financement des études supérieures exécutée à partir de deux études basées sur une expérience sur le terrain ("field experiment") menée dans diverses écoles secondaires et cégeps dans quatre provinces canadiennes (Ontario, Québec, Manitoba et Saskatchewan), entre la fin de 2008 et le début de 2009. De façon générale, l’analyse économétrique synthétisée dans ce rapport permet d’évaluer le bien-être généré par une expansion hypothétique des programmes d’aide financière aux études avancées et même de le quantifier financièrement. De plus, l’approche utilisée permet de relier la valorisation d’une même expansion hypothétique à certains facteurs tels que les inégalités de revenu, le niveau d’information sur le marché du travail et la connaissance préalable du système de prêts et bourses. Après avoir présenté un bref sommaire de l’ensemble de la littérature économique traitant du rôle des programmes d’aide financière aux études dans la réduction des inégalités éducatives, et après avoir énoncé les avantages méthodologiques et statistiques d’accéder à des expériences de terrain pour l’analyse des politiques publiques, nous présenterons un ensemble de résultats qui répondent à des questions pertinentes dans le domaine des politiques publiques.
