Public Private Partnership in Österreich. Aktuelle Bestandsanalyse und Trends

Abstract

"Public Private Partnership" (PPP) ist ein Modell der Zusammenarbeit zwischen der öffentlichen Hand und dem Privatsektor zum Bau und Betrieb von Infrastruktureinrichtungen. Durch PPP sollen neben der Finanzkraft auch die fachliche Kompetenz und das Leistungsstreben der Privatwirtschaft genutzt werden, um öffentliche Aufgaben zu bewältigen. Die vorliegende Studie erfasste PPP-Projekte der Gebietskörperschaften (Bund, Länder und Gemeinden) und von ausgegliederten Unternehmen. Drei Viertel der PPP-Projekte umfassen die Finanzierung des Projekts, ein weiterer wichtiger Leistungsinhalt ist der Betrieb. Die meisten PPP-Projekte basieren nicht auf einem Lebenszyklusansatz, sodass die Kostenoptimierung über den gesamten Lebenszyklus nicht möglich ist. Einsparungsmöglichkeiten können dann nicht vollständig ausgeschöpft werden.
