Modelle der "Public Private Partnership" im Lichte der theoretischen Diskussion und der empirischen Erfahrungen

Abstract

Durch eine Public Private Partnership (PPP) sollen staatliche Infrastrukturprojekte effizienter errichtet und betrieben werden. Die PPP soll neben der Finanzkraft auch die fachliche Kompetenz und das auf Gewinne abzielende Leistungsstreben der Privatwirtschaft nutzen. Dabei wird das Projektrisiko vom Staat zum privaten Sektor verlagert und durch den Einsatz von privatem Management-Know-how die Projektverwirklichung beschleunigt. Infrastruktureinrichtungen haben fast durchwegs Eigenschaften eines natürlichen Monopols, sodass ein direkter Wettbewerb auf dem Markt ausgeschlossen ist. Der Staat kann aber mit PPP-Projekten den Wettbewerb um den Markt nützen, indem er für ein transparentes und faires Vergabeverfahren sorgt. Effizienzanalysen über neuere Infrastrukturprojekte in Europa zeigen zum Teil eine Überlegenheit von PPP-Modellen gegenüber konventionellen staatlichen Beschaffungsmaßnahmen hinsichtlich der Einhaltung von Terminen und Baukosten; zum Teil lassen sie keinen eindeutigen Schluss zu, dass PPP-Modelle wirtschaftlicher arbeiten würden.
